Do I need to create my own auth app to connect Jira to StackOne?
Only if you use OAuth. Jira also offers API token auth, which doesn't require an auth app. Generate an API token inside your Atlassian account and paste it (with your email) into the StackOne dashboard auth config for the Jira connector. For OAuth, you'd register an OAuth 2.0 integration in the Atlassian Developer Console instead. See the Jira setup docs.
